Purpose: Provides an official record of a child’s birth for identification and legal use

Civil Registration

Provides an official record of a child’s birth for identification, enrollment in services (healthcare, education), and legal purposes. This service registers the birth and issues a certified birth certificate.

Documents Needed

For newborn registration (within 30 days of birth):

  • Parent(s) valid photo ID (national ID card or passport)
  • Proof of birth issued by hospital or licensed midwife
  • Proof of parents’ address (utility bill or rental agreement; last 3 months)
  • Marriage certificate (if applicable)
  • Declaration of name (if different from standard naming convention)

For replacement/extra copies:

  • Applicant’s valid photo ID
  • Copy/reference of existing birth registration (if available)
  • Authorization letter + ID copies (if applying on behalf of another person)

Steps to Be Taken to Benefit from the Service

  1. Prepare documents. Collect required originals and copies.
  2. Submit application. Apply online or at a Civil Status counter.
  3. Verification. Officer reviews documents and confirms data.
  4. Registration. Birth details recorded in the Civil Register.
  5. Payment. Pay applicable fees (see below).
  6. Issuance. Receive a certified birth certificate (physical, digital, or both).

Fees required

  • Registration of a newborn (within legal timeframe): No fee
  • Replacement or additional certified copy: 20 currency per copy
  • Urgent processing (optional): +30 currency surcharge
  • Notarized translation (optional): market rate, varies

Fee waivers may apply for low-income applicants or documented emergencies.

Method of Applying

Online:

  • Complete the web form, upload scans/photos of required documents, and pay securely by card.
  • Choose delivery: pickup, postal delivery, or download certified digital copy (where available).

In person:

  • Visit a Civil Status counter during opening hours (Mon–Fri 08:00–16:00).
  • Take a ticket, submit documents, and pay at the cashier or POS.

By post (replacement copies only):

  • Mail a completed application form, certified copies of documents, and payment proof.
  • Include a prepaid return envelope if requesting postal return.

All locations are accessible; induction loop and step-free access available. Free parking for 30 minutes.
