Farmers Registry and Subsidies Management System
One national record of farmers, their land, crops and livestock, built on the GovStack Registration Building Block approach.
The need
Ministry of Agriculture supports farmers through programmes such as input subsidies. To plan and run these
programmes, it needs to know who its farmers are, where their land lies, and what they grow and keep. Before this
system, there was no single national record of farmers and their land.
What the system does
Registry. Field officers register farmers and their households, land parcels with their boundaries drawn on a map, crops, livestock and livestock production. A national identity number cannot be registered twice, and an audit trail records changes. The Ministry draws reports from the registry on livestock, crops, and farmers by sex and age. A simple registration form that works on a phone without a signal (offline) is being tested.
Subsidies. The system also covers the subsidy lifecycle: programme design, application, eligibility evaluation, decision, voucher issue, distribution and redemption of inputs, with budget control and an audit record. These parts are built and tested, but they are not yet in use. The Ministry chose to register farmers first, because a subsidy application can only be checked against a registry that already holds the farmer.
Try it in the sandbox
A copy of the system, with invented demonstration data and no real person's data, runs in ITU's sandbox: https://farmers-registry.gs-joget.assembly.govstack.global/jw/web/login.

The first page, the Executive Overview, shows how many farmers and land parcels are registered across Lesotho's ten districts. - Open Registration Forms, then the farmer registration form. Open any farmer to see the eight pages of a registration: general details, residence, activities, household members, livestock, income and programmes, declaration, and land parcels.
- Open a land parcel to see its boundary drawn on the map.
- Open Reports for livestock farmers, livestock production, crops, and farmers by sex and age. Each report shows resource centres, with district and national totals.
- Open Inputs Management and Budget to see the subsidy screens, which are built but not yet in use in Lesotho.
Each user sees only the menus of their role, such as field officer, district supervisor or administrator.
