Student Registration & Digital Credentials Service
What this service does
This is a demonstration of how a country can keep one trusted national register of learners and give people their school certificates and diplomas as secure digital credentials. It was built as a proof of concept for the Giga initiative (ITU/UNICEF) to show how such a service could work for learners, schools and the Ministry of Education.
With this service, the Student can:
- Register and enrol. The Student submits one online application, with documents attached. Once it is approved, the Student receives a Unique Learner Identifier (ULID) — a permanent learner number — and an official Learner Profile is created in the national register of learners.
- Get a Learner Profile QR code. After registration the Student creates a personal QR code and adds it to the Inji Wallet app by scanning it, or downloads it.
- Get certificates and diplomas digitally. When a programme is completed, the school or institution requests the certificate, the Ministry checks and signs it, and the Student receives it as a QR code after a (simulated) payment.
- Keep credentials in a digital wallet. The QR codes follow open international standards, so a wallet app can store them. In this demo the Student uses the Inji Wallet app, which the Student installs on a phone; it is a separate tool and is not part of the service.
Registration always comes first. A Student cannot receive a certificate or diploma until the Student has a learner number (ULID).
What happens after you apply
There are two stages, and the Student always starts with Stage 1.
- Stage 1 — Student Registration & Enrolment. The Student applies online, a school officer and the Ministry check the application, and the Student receives a learner number and a Learner Profile QR code.
- Stage 2 — Certificate & Diploma Issuance. The school or institution requests the certificate or diploma for the Student, the Ministry checks and signs it, and the Student pays and collects the certificate QR code.
⚠️ Please note: This service runs in a demonstration (sandbox) environment. It shows how the service works and is not intended for real registrations. Do not enter real personal data.
How to access the demo
The demo has two areas. The Education Portal is the main service, where applications are submitted and processed. The Registry is a restricted area that safely stores the official learner and certificate records; staff only need it to look at those records.

Stage 1 — Student Registration & Enrolment
Before starting: install the Inji Wallet app. To scan the Learner Profile QR code, the Student must install the app on a phone first. Installation and usage guide: https://docs.inji.io/inji-wallet/inji-mobile/functional-overview/end-user-guide
Who is involved in Stage 1
| Who | What they do |
| Student | Applies for registration, then creates the Learner Profile QR code. |
| School Registration Officer | Checks the application and documents; validates them or sends them back with a reason. |
| Ministry of Education Registrar | Gives the final approval of the registration and signs the decision. |
Stage 1 is done by three people in turn: the Student, the school officer and the Ministry registrar. Each part below says who must be signed in. When a part ends, sign out and sign in as the next person. In the demo, use the test account named in each part.
Part A — Sign in as the Student
How to sign in: open the cabinet cabinet.liquio.assembly.govstack.global and choose one of two options:
a. Sign in with eSignet. If the Student does not have a digital identity yet, create one first from the login page, then sign in with eSignet. To learn more about eSignet and how it works, see the eSignet documentation: https://docs.esignet.io/
b. Use the test account. Log in with decdopo@mailto.plus (Test Student) and the password 1111.
Then do the steps below:
- Choose the service. Select Student Registration & Enrolment.
- Automatic check. The system first checks whether the Student is already registered. If so, it says so and asks the Student to contact the Education Office — a second application cannot be submitted. If not, the application form opens.
- Step 1 — Personal information. The name, ID number, phone and email are filled in from the digital identity. The Student checks them, corrects the phone and email if needed, enters the date of birth and ticks the box to give consent to the use of personal data. The application cannot be submitted without consent.
- Step 2 — Enrolment. The Student chooses a school or institution from the list, enters the home address, uploads proof of address, and says whether any special support is needed (if yes, briefly describes it).
- Step 3 — Documents. The Student uploads a birth certificate or national ID and a passport-size photo, and can add information and documents about previous schools.
- Step 4 — Review and confirm. The system prepares the application as a PDF. The Student reads it carefully and presses Confirm. The Student sees “Application submitted!” and receives a confirmation message. Now sign out.
Part B — Sign in as the School Registration Officer
How to sign in: open the cabinet cabinet.liquio.assembly.govstack.global and use the test account uawumy@mailto.plus (Test School Officer) with the password 1111. Then do the steps below.
- Open the task. In the cabinet open the new task Document Validation by School Registration Officer and take it into work.
- Review. Check the applicant’s personal details, enrolment details and all uploaded documents.
- Decide. Choose Validate to send the application on to the Ministry, or Reject and write the reason. If rejected, the Student is notified, corrects the application and sends it again — go back to Part A. Now sign out.
Part C — Sign in as the Ministry of Education Registrar
How to sign in: open the cabinet cabinet.liquio.assembly.govstack.global and use the test account cdenc@mailto.plus (Test Ministry of Education Registrar) with the password 1111. Then do the steps below:
- Open the task. Open the new task Document Approving by MoE Registrar and take it into work.
- Review. Check the applicant’s details and documents once more.
- Decide. Choose Approve, or Reject with a reason (the Student is notified and can resubmit — go back to Part A).
- Sign. If approved, check the generated decision PDF and press Sign and Submit. The decision is signed digitally. The Student now receives a learner number (ULID). Now sign out.
Part D — Sign in as the Student again
How to sign in: sign in as the Student again, the same way as in Part A. Then do the steps below:
- Get the learner number. The Student receives a message with the learner number (ULID) saying the QR code is ready to be created.
- Create the QR code. Open the task Learner Profile QR Code Generation from the message or the cabinet. The Learner Profile QR code is shown; scan it with Inji Wallet or use Download QR code / Download data. The QR code can be used only once and cannot be sent by email, so save it straight away. Press Finish.
- Done. The Student sees “Registration complete!” and receives a final confirmation.
Stage 2 — Certificate & Diploma Issuance
Before starting: the Student must have completed Stage 1 and have a learner number. Make sure the Inji Wallet app is still installed on the phone.
Who is involved in Stage 2
| Who | What they do |
| Institution Officer | Requests the certificate or diploma on behalf of the school or institution and signs the request. |
| Ministry Credential Validation | Reviews the request, approves or rejects it and signs the decision. |
| Student | Pays for the certificate and creates the certificate QR code. |
Part A — Sign in as the Institution Officer
How to sign in: open the cabinet cabinet.liquio.assembly.govstack.global and use the test account dohyg@mailto.plus (Test Institution Officer) with the password 1111. Then do the steps below:
- Choose the service. Select Registration and Issuance of Certificates and Diplomas.
- Fill in the request. Select the learner by the Student’s learner number issued in Stage 1 (name and date of birth appear automatically). Then choose the programme, programme level and final outcome, add subjects and grades if needed, and enter the amount the Student has to pay (in euros).
- Sign and submit. Check the generated request PDF and press Sign and Submit. It is signed with the institution’s digital signature. Now sign out.
Part B — Sign in as the Ministry Credential Validation
How to sign in: open the cabinet cabinet.liquio.assembly.govstack.global and use the test account zguhyuz@mailto.plus (Test Ministry of Education Validation) with the password 1111. Then do the steps below:
- Open the task. Open the new task Credential Validation and take it into work.
- Review. Check the learner’s details, the certificate information and the signed request.
- Decide. Choose Approve, or Reject with a reason (the institution is notified, corrects the request and submits it again — go back to Part A).
- Sign. If approved, check the generated decision PDF and press Sign and Submit. The certificate is recorded in the national certificate register and the Student can now pay for it. Now sign out.
Part C — Sign in as the Student
How to sign in: sign in as the Student again, the same way as in Part A of Stage 1. Then do the steps below:
- Get the notification. The Student receives a message that the request was approved and that the certificate will be created after payment.
- Pay. Open the task Payment and Certificate QR Code Generation from the message or the cabinet. The Student sees the amount and a description of the payment, enters the card details and presses Pay. In this demo the payment is only simulated — no real money is taken, so never enter a real card number.
- Create the certificate QR code. After payment the certificate QR code is shown. Scan it with Inji Wallet or download it with Download QR code / Download data. It can be used only once, so save it straight away. Press Finish.
- Done. The Student sees “Certificate issued!” and receives a final confirmation.
